To: Village Board of Trustees & Village Manager Bryan Healy From: Frank Balbi, Superintendent of Public Works Date: April 22, 2024 Re: Milling and Paving in Parking Lot Currently, during typical rain events, four large areas of the Train Station Parking Lot collect water without properly draining. These low-lying areas, found in sections H and I, do not shed water on their own, and lead to commuters walking through puddles and/or large ice areas. These areas pond not only during the large-scale storms, but also smaller events. The topography of the parking lot indicates that these areas were intended to shed water naturally, however due to differential settlement throughout the years, localized low areas have developed. In order to avoid installing additional drainage systems in the parking lot, the ponding can be eliminated by milling the local areas and resurfacing them to meet proper elevations. This will allow water to flow towards nearby basins as originally designed. Please see the attached aerial for the proposed areas of work. We are proposing to mill the areas shown on a Friday, and resurface the next day. The typical traffic for the parking lot indicates this would present the smallest inconvenience for commuters. Also, the milled surface should be covered as soon as possible in order to avoid injury or property damage. As of the writing of this memo, the milling machine is available Friday, May 3rd. The construction estimate for this repair is $88,000. This includes milling the low-lying areas, resurfacing these areas, the differential cost for weekend work, as well as the fee charged to operate the asphalt plant during a weekend.
