DRAFT WATERFRONT ADVISORY COMMITTEE MEETING Monday, July 8, 2026 4:30 p.m. Small Conference Room PRESENT Len Simon, Chairperson Stuart Greenbaum Steve Krisky Stacey Nachtaler Leo Wiegman ALSO PRESENT: Bryan Healy, Village Manager 1) CALL TO ORDER Chairman Simon called the Waterfront Advisory Committee meeting of July 8, 2026 to order at 4:30 p.m. 2) REFERRALS a) Referral from Village Board of Trustees for a Local Waterfront Revitalization Program (LWRP) Consistency review for Local Law Introductory No. 10 of 2026, the Coastal Assessment Form CAF) and Environmental Assessment Form (EAF) to amend Chapter 230, Zoning, of the Village Code to update provisions related to domestic animals and farm animals Village Manager Bryan Healy stated that there had been discussion for a while about updating this local law, and the Village worked with a planner and Village attorney to update definitions to provide clarity and guidance for residents, and for the Engineering department who will enforce the law. Stacey Nachtaler shared a handout with all members which raised concerns about the cumulative effect of many small animal enclosures in the Village. Chairman Simon said that the handout would be discussed in greater detail at a future Board of Trustees meeting. The WAC reviewed the Coastal Assessment Form and no changes were noted. Leo Wiegman made a motion to accept the Coastal Assessment Form, seconded by Stuart Greenbaum, and the motion carried, 5 – 0. The WAC reviewed the Short Environmental Assessment Form and determined that there were no changes necessary. Steve Krisky made a motion to accept the Short Environmental Assessment Form, seconded by Leo Wiegman, and the motion carried, 5 - 0. The WAC reviewed the 44 LWRP policies and found that none were applicable, as noted in the memo attached. Since there is nothing in the referrals that is inconsistent, the WAC made a recommendation of consistency. MOTION: Stuart Greenbaum made a recommendation of consistency, seconded by Steve Krisky, and the motion carried, 5 - 0. b) Referral from Village Board of Trustees to review correspondence from State of NY Dept. of State for a Local Waterfront Revitalization Program (LWRP) Consistency review for a new overhead sign structure along Route 9 Chairman Simon explained that this referral from NY State is related to a NYS DOT project that will remove and replace a structure for a road sign that is on the north bound side of Route 9, right before the Municipal Place exit. The WAC reviewed the 44 LWRP policies and identified applicable policies, as noted in the memo attached. Since there is nothing in the referrals that is inconsistent, the WAC made a recommendation of consistency. MOTION: Stuart Greenbaum made a recommendation of consistency, seconded by Leo Wiegman, and the motion carried, 5– 0. 3. APPROVAL OF MINUTES Steve Krisky made a motion to approve the minutes of the WAC meeting of April 6, 2026, seconded by Leo Wiegman, and the motion carried, 5 –0. 4.
