On motion of TRUSTEE ---, seconded by TRUSTEE ---, the following resolution was
adopted by the Board of Trustees of the Village of Croton- on- Hudson, New York with a
- vote.
WHEREAS, the Village of Croton-on-Hudson (“the Village”) recognizes the critical
importance of a diverse and adequate housing supply to support its economic vitality and
community well-being;
WHEREAS, the 2003 Comprehensive Plan, the 2017 Comprehensive Plan Update and
the 2020 Comprehensive Plan Amendment highlight the need for increased housing
options, including multi-family, affordable, and mixed-use developments, to address the
growing needs of seniors, families and the workforce; and
WHEREAS, the Westchester Housing Needs Assessment and the Croton Housing
Taskforce Report of November 2021, indicated a substantial number of households (200
renter and 345 owner) being severely cost-burdened (spending over 50% of income on
housing); and
WHEREAS, the Village declared a housing emergency under the New York State
Emergency Tenant Protection Act of 1974 (ETPA) in 2003 and 2024; and the current
vacancy rate for rental housing accommodations remains under 5%, indicating a
continued housing emergency; and
WHEREAS, the Village seeks to proactively manage and guide housing development to
ensure sustainable growth that aligns with its comprehensive planning goals and
infrastructure capacity,
NOW THEREFORE BE IT RESOLVED: that the Village of Croton-on-Hudson hereby
sets a housing unit growth target of 10% over a 10-year period, with a base year of 2020,
aiming for a maximum growth of 11% over the same 10-year period; and
BE IT FURTHER RESOLVED: that the Village encourages the development of diverse
housing types, including multi-family, single-family, market-rate, affordable, and mixed-
use units, in alignment with the goals of increasing housing access, choice, and
opportunity; and
BE IT FURTHER RESOLVED: that the Board of Trustees intends to arrange for a
holistic review and update of the Comprehensive Plan following the 2030 decennial
census, leveraging the most current demographic and housing data to inform future
planning decisions; and
BE IT FURTHER RESOLVED: that the Village Manager and relevant departments are
directed to monitor housing unit growth against these targets and to report periodically to
the Board of Trustees on progress and any necessary adjustments.
