There have been some, from that time until this, who have seen that, in the hands of such as then controlled the affairs of New York, the scalesof justice were sadly tilted; that there was one kind of justice for one class of the inhabitants and another kind of justice for anotlier class; that, in practice, the vaunted equality of all men was a fiction.

It was a favorite practice to remove the victims of these arrests from the vicinage of the alleged offence ; and the Jail at Kingston was much employed,* although Morristown, in New Jersey," and Hartford, in Connecticut,' and the City of Philadelphia,'* and
