And whereas there are some prizes at the islands of Fernando Norenho and St. Martin, it is to be considered whether the Commanders there, as well as those on the coast of Guinea, Africa and New Netherland, ought not be authorized by their High Mightinesses and the Prince of Orange, to adjudicate there, on said prizes; to declare them lawful, and to protect said prizes from seizure, in English or other harbors.
