The occupations that were studied were those in the emergency services industry, medical services industry and veterans of the U.S. Armed Forces. Working in tandem with the Pace Land Use Law Center and the Housing Action Council, data from the American Community Survey was analyzed. The data determined that the subject occupations are majority-minority (approximately 54% being a race other than white in Westchester, and 72% being a race other than white in the nine-county area). Based on the data, Local Law Introductory No. 5 of 2026 has been drafted to amend Chapter 230, Zoning, of the Village Code to enact these occupational preferences.
