To: From: Date: September 4, 2026 Re: Proposed Tax Exemption for Seriously Disabled Veterans The state legislature adopted a new property tax exemption for seriously disabled veterans in 2025. This exemption would provide for a full exemption from local taxes if the veteran is considered permanently and totally disabled by the U.S. Department of Veterans Affairs. Municipalities had the ability to opt into this exemption. A chapter amendment in early 2026 made this exemption mandatory instead of opt-in, so no action was needed by municipalities to offer it. However, the 2026-2027 state budget included a provision to return this exemption from mandatory to opt-in status. If the Board wishes to move forward with adopting this exemption, it would be available for the 2027 town assessment roll, the values of which would be used to calculate the 2027-2028 Village tax bills.
