Following the Village Board’s discussion on cannabis dispensaries at the work session held on
September 16, 2026, a revised draft of Local Law Introductory No. 16 of 2026 has been provided for
the Board’s consideration.
As previously stated, this local law provides definitions for adult-use cannabis retail dispensaries and
public youth facilities, as well as updates the definition for vape and tobacco shops. The law also
provides supplementary regulations for cannabis dispensaries. These regulations have been drafted in
conformance with the guidelines provided in the Cannabis Law as enacted by the Marijuana
Regulation and Taxation Act (MRTA).
Under this revised draft, future dispensaries will be allowed as a special permit use in the following
zoning districts: Central Commercial (outside the gateway districts), Riverside Commercial C-1R(A)
and Light Industrial. They will also be allowed as a special permit use in the North End Gateway
District (O-1 and C-1).
As this law will amend the Zoning Chapter of the Village Code, an Environmental Assessment Form
and Coastal Assessment Form have been prepared and the law will need to be referred to the
Westchester County Planning Board, Village Planning Board and Waterfront Advisory Committee
for their review and comment.
