(NYSSBA Board of Directors) S 5 NYSSBA proposed that Article 14 of their bylaws be amended to remove the requirement for a printed financial report, & add that the Treasurer provide a financial report to the membership. Support but prefer to not require administrators to live in NYS (similar to public districts). Support but clarify to ensure that oversight is not required to be undertaken by school districts. Debate over if grant funding from a bond is the most equitable way to distribute funding; lack of support for districts that have already undertaken capital projects. Could reduce the business footprint which impacts local taxes and employement. Support but add in all overhead and out-of-pocket expenses (e.g., legal review). Debate: allows districts to have both options; potential for parents opting out of CBT on an individual basis, creating more work for the district. Support but prefer optout is allowed only if feasible. Debate: Prefer funding requirement in #18. Specifics feel like a lot of new mandates. NOTES: Proposed Bylaw Amendments In the current bylaws, keep the deadlines, and require the audit to be sent to members (does not need to be printed on paper in the current bylaws). Support principle to keep school board elections non-partisan. This resolution may infringe on the 1st Amendment rights of elected officials. Debate: Do not have to include a beverage in school meal program (should encourage students to eat well and drink water) vs. requiring a student to pay for bottled water if they forgot a refillable bottle. NOTES: Propositions NOT Recommended by Committee Support UPK, just not the timing and inflexibility of the mandates as written. Prohibit spouses or at a minimum set guidelines for required recusal.
