To: From: Date: September 19, 2025 Re: Local Law Intro 15 of 2025 When the Village had General Code conduct its review of the Village Code, Chapter 50 was identified as one of the chapters needing to be updated. It allowed various Village officers to reside anywhere in the State of New York, which exceeds the authority granted to municipalities by state law. Generally, public officers of the Village must reside within the Village boundaries per state law. However, state law grants the Village Board of Trustees the ability to extend residency to anywhere in the county in which the village is situated. Currently, all but one of the Village officers covered by the residency requirements live in Westchester County. The one exception (Assistant Village Engineer) has been granted an exemption; the governor signed legislation to this effect on September 10, 2025. Please let me know if you have any questions.
