A Work Session of the Board of Trustees of the Village of Croton-on-Hudson, NY was held on Wednesday, October 15, 2025, at 7:00 PM in the Georgianna Grant Meeting Room of the Stanley H. Kellerhouse Municipal Building. (arrived at 7:15 PM) Trustee Politi was absent. On motion of TRUSTEE SIMON, seconded by TRUSTEE NICHOLSON, the following resolution was adopted by the Board of Trustees of the Village of Croton-on-Hudson, New York by a 3-0 vote (Trustees Politi and Slippen were absent): Resolution #243-2025 WHEREAS, the Village issued an Invitation to Bid on July 31, 2025, for the installation and commissioning of a solar canopy at the DPW Garage; and WHEREAS, this project is to be funded through grants awarded to the Village by the New York State Energy Development and Research Authority (NYSERDA); and WHEREAS, one bid was received at the time of the bid opening on September 4, 2025; and WHEREAS, the required bid bond or cash deposit was not submitted, which is considered a material defect in the bid response, NOW THEREFORE BE IT RESOLVED: that the Board of Trustees of the Village of Croton-on- Hudson hereby rejects the bid received on September 4, 2025, for the DPW Garage solar canopy project. During the work session, the Board also received an update from Superintendent of Public Works Frank Balbi on department operations and projects, discussed an expansion of the residential parking permit system on Hastings and Young avenues, and discussed a proposed Length of Service Award Program (LOSAP) for Croton EMS.
