Regular Meeting of the Board of Trustees of the Village of Croton-on-Hudson, NY, held on Wednesday, November 5, 2025, in the Georgianna Grant Meeting Room at the Stanley Kellerhouse Municipal Building, Van Wyck Street, Croton-on-Hudson, NY 10520. 1. Mayor Pugh called the regular meeting to order at 7:00pm and led everyone in the Pledge of Allegiance. Trustee Simon made a motion to approve the following Fiscal Year Vouchers, Claims numbered 26002919-2600303. The Motion was seconded by Trustee Nicholson and approved with a 5-0 Vote. $78,304.33 Water Fund $4,499.68 Sewer Fund $750.41 Capital Fund $48,604.25 Trust Fund $1,330.00 3. RESPONSES TO QUESTIONS SUBMITTED BY EMAIL - None 4. PUBLIC COMMENTS - none 5. CONSENT AGENDA: On Motion by Trustee Simon and seconded by Trustee Politi the Board approved the Consent Agenda. RESOLUTIONS: Resolution #256-2025 On motion of TRUSTEE SIMON, seconded by TRUSTEE POLITI, the following resolution was adopted by the Board of Trustees of the Village of Croton-on-Hudson, New York with a 5-0 vote. WHEREAS, Chapter 197-15 of the Village Code, Snow and Ice on Sidewalks, provides for the property owner or lessee to keep the adjoining sidewalk free from snow and ice, subject to certain parameters specified in the law; and WHEREAS, Chapter 197-15, subsection D, provides for the Village to cause the snow and ice to be removed from the sidewalk if not done by the homeowner within the prescribed 12-hour period; and WHEREAS, on October 23, 2024, the Village Board of Trustees approved an agreement with New England Property Maintenance, of Mahopac New York, for snow removal services for the 2024-2025 winter season; and WHEREAS, the contractor has agreed to maintain the same schedule of rates for the 2025-2026 winter season, NOW THEREFORE BE IT RESOLVED: that the Village Manager is hereby authorized to enter into a contract with New England Property Maintenance, of Mahopac, New York, for snow removal services for the 2025-2026 winter season at the following rates: Minimum charge per property: $70 Snow removal of 4 inches or less: $0.20 per square foot Snow removal of greater than 4 inches: $0.50 per square foot Use of calcium chloride (for icy conditions): $70 per bag Resolution #257-2025 On motion of TRUSTEE SIMON, seconded by TRUSTEE POLITI, the following resolution was adopted by the Board of Trustees of the Village of Croton-on-Hudson, New York with a 5-0 vote. WHEREAS, the Village of Croton-on-Hudson Police Department is seeking to transition to a new make and model of service weapon; and Village Board of Trustees November 5, 2025 WHEREAS, the cost of replacing the service weapons was not included in the 2025- 2026 General Fund budget, NOW THEREFORE BE IT RESOLVED: that the Village Board hereby authorizes the Village Treasurer to make the following budget transfer and amendment: Increase Expenses Dept Item Description Amount A3120 POLICE-EQUIPMENT $30,409.00 Decrease Expenses Dept Item Description Amount A1990 CONTINGENCY $13,368.90 Increase Revenues Dept Item Description Amount A1000 STATE AID - OTHER $17,040.10 c. PUBLIC COMMENT – NON-AGENDA ITEMS: November 5, 2025 Ed Riely, 110 Truesdale Drive, Croton on Hudson, stated that he hopes that the Village is helping those in need of food during the government shutdown, he addressed the outrage over the extension of the gas pipeline but it is proven that energy needs will increase 165% in the next three to five years and he does not believe that passive substitutes will be sufficient, asked why our Police Officers are guarding Con-Edison construction sites, and continued to address his concerns on abortion drugs. 7. REPORTS Trustee Slippen thanked the Village Manager and Board for accommodating early voting in spite of the disruption it causes staff. Trustee Politi thanked everyone for coming out to vote, encouraged everyone to come out to see the screening of the “Arrivals” on Saturday Nov 8, advised that the Library is holding their annual bake and book sale this weekend. Trustee Politi stated that she is concerned for the families impacted by the shut-down but a lot of work is being done by the Croton Food Pantry and Croton Caring. Trustee Nicholson thanked everyone for coming out to vote, the Croton Food Pantry will be holding an emergency food pantry this Saturday, from 9am to 11am in the Holy Name of Mary Church basement. Trustee Simon advised that the Bicycle and Pedestrian Committee met last Thursday and launched the new version of “Slow Down Croton”, they also worked on locations for our next shared road signs, we heard a briefing on Project Mover’s next move which will take a winter pause, the Rotary’s food packing program on Fridays has increased from 140 bags of food to 209 bags and he believes that number will grow, the Rotary will also be holding a Turkey Trot on November 27th, all funds collected will be donated to the Maria Fareri Hospital, the Planning Board met and approved the signage for “Mondays”, and a bike skills class will be held on November 22nd at 10am at Village Hall. Mayor Pugh thanked everyone who participated in the recent election, and invited everyone to the Veterans Day Ceremony on Tuesday, November 11th at 11am at Veterans Corners. Village Manager Healy advised that depending on the weather the Veterans ceremony could be held indoors at Holy Name of Mary Church. Village Manager Healy responded to a concern regarding our Police Officers being used to direct Village Board of Trustees November 5, 2025 traffic during certain construction projects and advised that Police Officers are sometimes requested by utilities when they are working on busy roads and there is more traffic, they are currently on Batten Road where Con-Edison is doing a gas-main replacement project, and these services are paid for by Con- Edison There being no further business to come before the Board, a motion to close the meeting was made by Trustee Simon. Motion was seconded by Trustee Nicholson and approved with a 5-0 vote. Meeting adjourned at 7:21pm.
