To: From: Date: October 19, 2026 Re: Local Law Introductory No. 18 of 2026 Following a discussion held at a board work session on June 24, 2026, the Village Attorney and I have drafted a local law that will authorize the Village Manager to exempt certain streets from the prohibition on parking once two inches or more of snow have fallen. In the recent past, there have been instances where two inches of snow have fallen, and residents and visitors patronizing businesses that have remained open received tickets for parking on the street. In conversation with Frank Balbi, Superintendent of Public Works, it has been determined that allowing parking on one side of the street in our business districts during business hours would not be detrimental to our overall snow removal operations. As of now, the plan would be to allow parking on the south side of Grand Street (between Old Post Road North and Mount Airy Road), the west side of Old Post Road South (between Maple Street and Grand Street), the east side of North Riverside Avenue (between High Street and Bank Street) and the east side of South Riverside Avenue (between Oneida Avenue and Benedict Blvd.) between 7 a.m. and 7 p.m. daily. Should a significant storm be forecast, and a state of emergency be declared, the Village Manager is empowered to issue an emergency order suspending this regulation. As we go through the winter season, there may be changes to the above streets and days/times. Any changes will be communicated in advance as much as feasible. Please let me know if you have any questions. Mayor Brian Pugh Trustees Matt Berger Stacey Nachtaler Len Simon Maria F. Slippen Village Manager Bryan T.
