To: From: Date: March 10, 2026 Re: Updated Proposal for Court Study Following the recent discussion by the Village Board at the February 25, 2026, work session, I met twice with Kieran Bezila of CGR to see if the proposal for the Village Justice Court efficiency study could be further refined to reduce the cost and provide information on a more condensed timeline. As a reminder, the original proposal (“Option A”) had a scope of work that included conducting interviews with court staff, key village personnel, users of the court such as defense attorneys and appropriate town officials to gather key data. The team at CGR would then provide a number of options for the Village Board to consider in regards to the efficiency of court operations, up to and including the potential for consolidation. The cost for Option A was set at $37,500. The second proposal (“Option B”) was formulated after my first meeting with CGR. It split the original scope of work into two phases. Option B covers phase one, which would involve interviewing key staff members and collecting baseline data. Phase one would be completed by mid-May, if approved tonight, allowing the Village Board to review the information collected and decide whether it would be beneficial to move onto phase two, which would include exploration/modeling of various options for the court. The cost for Option B was set at $26,500, including an on-site visit to conduct interviews and collect data. There is also an option that does not include the on-site visit for a total cost of $23,500. After further discussion with CGR, a third proposal (“Option C”) was developed that limited the scope of work to examining quantitative and fiscal matters of the court in order to evaluate the budgetary/tax implications of a hypothetical court consolidation. This work would be done remotely and would be followed, if desired by the Board, by a phase two that would include exploration/modeling of various options for the court. The cost for Option C was set at $19,750. Option A had a project timeline of approximately 12 weeks, while Options B and C would be completed in eight weeks.
