FLYCAR AGREEMENT ADDENDUM
This Addendum dated ___________________, 2023 by and among the Village of Croton-on-
Hudson, a Municipal Corporation, with offices at the Municipal Building, 1 Van Wyck Street,
Croton-on-Hudson, New York, 10520, the Village of Briarcliff Manor, a Municipal Corporation,
with offices at the Municipal Building at 1111 Pleasantville Road, Briarcliff Manor, New York,
10510, the Ossining Volunteer Ambulance Corps., Inc. (OVAC), a not-for-profit corporation
with offices at 8 Clinton Avenue, Ossining, New York, 10562.
WHEREAS: The Villages of Briarcliff Manor and Croton-on-Hudson and OVAC have entered
into a FLYCAR agreement dated May 2020; and
WHEREAS: The Villages of Briarcliff Manor and Croton-on-Hudson currently bill patients for
Basic Life Support (BLS) Ambulance Transport and OVAC bills patients for
Advanced Life Support (ALS) First Response; and
WHEREAS: The Villages of Briarcliff Manor and Croton-on-Hudson and OVAC previously
agreed that each municipality would begin a pilot program for ALS/ BLS Bundle
billing using Proclaim effective June 1, 2023, for 6 months, ending December 1,
2023 per the May 17, 2023 agreement; and
WHEREAS: The goal was to:
1. Allow the FLYCAR system to recoup revenues for ALS services that are not
currently eligible for reimbursement through revenue recovery programs; and
2. Offset potential increases to the cost of the general EMT program with these
revenues; and
WHEREAS: While current data is trending positive, to confirm if this change is beneficial,
Proclaim has stated they need at least 9-12 month worth of total data; and
WHEREAS: The Municipalities and OVAC have agreed to extend the pilot an additional six
(6) months starting from December 1, 2023,
NOW, THEREFORE, BE IT AGREED AS FOLLOWS:
The Villages of Briarcliff Manor and Croton-on-Hudson each agree to pay OVAC
an additional $13,000.00 for the 6-month pilot program in equal monthly
installments.
Any party to this agreement can cancel upon thirty (30) days written notice to
both other parties.
The Villages of Briarcliff Manor and Croton-on-Hudson and OVAC will provide
Proclaim the necessary patient care records for bundle billing.
In early March of 2024, the Municipalities and OVAC shall work with Proclaim
to receive a report on the bundle billing revenue recovery for ALS calls showing
gains and/ or losses.
The term of this pilot shall end on May 31, 2024.
IN WITNESS WHEREOF, the parties hereto have caused this instrument to be duly signed and
executed as of the day and year first above written.
