WATERFRONT ADVISORY COMMITTEE MEETING
Tuesday, October 14, 2025 4:30 p.m.

1) CALL TO ORDER
Chairman Simon called the Waterfront Advisory Committee meeting of October 14, 2025 to order at 4:31
p.m.
2) REFERRALS
a) Referral from Village Board of Trustees for a Local Waterfront Revitalization Program
(LWRP) Consistency Review for Local Law Introductory 14 of 2025 to appoint an alternate
member to the Planning Board and Zoning Board of Appeals for the term of one official
year.
Village Manager Bryan Healy said that NY State allows for alternate board members if there is a conflict of
interest. This local law goes one step further in that if someone is on vacation, or sick, an alternate
member may sit in. Bryan Healy clarified that the alternate member would not act as a sixth board
member and would not weigh in on an application, unless called upon by the Chairperson.
The WAC reviewed the Short Environmental Assessment Form and determined that there were no
changes necessary.
Leo Wiegman made a motion to accept the Short Environmental Assessment Form, seconded by Stuart Greenbaum, and the motion carried, 4 — 0, with Cara Politi being absent.
The WAC reviewed the Coastal Assessment Form and no changes were noted.
Stuart Greenbaum made a motion to accept the Coastal Assessment Form, seconded by Leo Wiegman,
and the motion carried, 4 — 0, with Cara Politi being absent.
The WAC reviewed the 44 LWRP policies and found that none were applicable policy as noted in the
memo attached. Since there is nothing in the referrals that is inconsistent, the WAC made a
recommendation of consistency.
MOTION: Steve Krisky made a recommendation of consistency, seconded by Leo Wiegman, and the
motion carried, 4 —0.

b) Referral from the Village Board of Trustees to review correspondence from the State of
new York, Department of Transportation, and make a recommendation of consistency with
the Village’s Local Waterfront Revitalization Program
This is a New York State Department of Transportation maintenance project that includes re-applying long
line pavement markings to restore marking visibility on state highways in Columbia, Dutchess, Orange,
Putnam, Rockland, Ulster, and Westchester County. The WAC does not believe that there will be any
potentially significant adverse impacts on coastal resources from this project.
There was no Environmental Assessment Form or Coastal Assessment Form issued for this project.
The WAC reviewed the 44 LWRP policies and identified applicable policies, as noted in the memo
attached. Since there is nothing in the referrals that is inconsistent, the WAC made a recommendation of
consistency.

3. APPROVAL OF MINUTES
Leo Wiegman made a motion to approve the minutes of the WAC meeting of September 16, 2025,
seconded by Stuart Greenbaum, and the motion carried, 3 — 0, with Cara Politi being absent, and Steve Krisky abstaining as he was absent on September 16, 2025.
4, ADJOURNMENT:
There being no further business, Stuart Greenbaum made a motion for adjournment, seconded by Leo Wiegman, and the meeting adjourned at 4:55 p.m.
