The proposed action is the passage of a local law to advance and protect the public health, safety, welfare, and quality of life in the Village of Croton-on-Hudson by creating regulations for the installation and use of battery energy storage systems, and updating certain provisions related to solar energy systems. Specifically,the proposed local law adds a new tier classification for solar developments with additional requirements, including a pre-application meeting and a mandatory Community Engagement Plan detailing the applicant’s proposed plans and strategies for ensuring adequate public awareness and encouraging community participation. The proposed local law also adds a section detailing regulations for the installation and use of battery energy storage systems in order to ensure compatible land uses and to mitigate the impacts of battery energy storage systems on environmental resources such as conservation areas, wildlife, and other protected resources.
