To: From: Frank Balbi, P.E., Superintendent of Public Works CC: Date: March 8, 2024 Re: Lawn Maintenance Bid # 02-2023 - Project Extension In February 2023, the Village board approved the Lawn Maintenance Program contract (Bid # 02-2023). This contract offers assistance to the Department of Public Works with the maintenance of the Village lawns located in its fields, parks and municipal properties. This contract has a one-year term with the option of two one-year extensions. Due to the nature of the work, the Lawn Maintenance contract that was bid out at the time did not have any allowance for battery operated equipment. While the Village is exempt from the code, we have been trying to incorporate newer equipment in order to move away from gas powered leaf blowers. This program has been successful in smaller areas and will continue to grow as the equipment becomes more capable and affordable. We have spoken with the current contractor, and they are willing to use battery operated leaf blowers during restricted months (between June 1 and August 31, between January 1 and March 31), with the exception of certain large areas that cannot be properly maintained with battery operated equipment. The following areas will be exempt from battery operated leaf blowers: Croton Landing, Dobbs Field, Duck Pond Field, Firefighters Field, Manes Field, and Black Rock Park. With the revisions listed above, I recommend extending La Teja Contractors and Landscaping Inc.’s agreement for the Lawn Maintenance Program through FY 2024/2025.
