January 15, 2026 VIA EMAIL Jennifer Street Supervisor, Consistency Review Unit Division of Coastal Resources New York State Department of State 99 Washington Avenue, Suite 1010 Albany, NY 12231 CR@dos.ny.gov; Jennifer.Street@dos.ny.gov RE: PIN 8CWS.01 CURVE WARNING SIGN UPGRADES VARIOUS MUNICIPALITIES WESTCHESTER COUNTY Dear Ms. Street: The New York State Department of Transportation (NYSDOT) is progressing a project with locations within the designated New York State Coastal Zone Management Area (CZMA); several locations are within the limits of Local Waterfront Revitalization Program (LWRP) areas, Significant Coastal Fish & Wildlife Habitat, the Long Island Sound Program, and/or a Scenic Area of Statewide Significance (SASS). This letter serves as Federal Aid Notification. The purpose of the project is to improve consistency in curve warning signage across the state for motorists by removing, relocating, and/or replacing existing horizontal curve warning signs, and installing new horizontal curve warning signs. This project includes 603 Curve IDs/sites in Westchester County. Where removal of existing signs and posts is required, it will be accomplished by hand using a jack- jaw signpost remover (or similar tool). Installation of new signposts will be done using a hydraulic or pneumatic post pounder to pound in new posts and new sign panels will then be bolted to the signpost. The minimum embedment depth for these signposts is 38 inches, with a maximum of 60 inches. All work will occur within the existing roadway prism. Removal of old posts and installation of new posts will be ground disturbing activities with potential for elevated noise associated with the pounding in of these posts. Some tree trimming/removal may be required if precise sign location cannot be adjusted to avoid the need for vegetation maintenance. The total time that construction crews will be at each Curve ID/site will depend on the number of existing signs that need to be removed and the number of new signs that need to be installed. Crews will also need to set up and take down work zone safety equipment. It is assumed that work at each Curve ID/site will take 1-2 hours on average. Curve ID/sites will be worked on in a linear fashion. This means that interchanges with multiple Curve IDs will not have all Curve IDs completed in one operation. For example: if there are multiple interchanges and off-ramps along an interstate, construction crews would complete eastbound sites in a linear fashion, then would work on the westbound interchanges and off-ramps in a linear fashion. Please note: since each location has multiple Curve IDs, depending on the layout of the roadway, work crews may be at some locations for 1-2 hours over the course of several days, but potentially weeks apart. A project location map is attached, as well as maps depicting where there are project locations within the CZMA, LWRP, Significant Coastal Fish and Wildlife Habitat, Long Island Sound Program, and SASS areas (figures 2 - 6). A shapefile of the locations is available upon request. The proposed project is consistent with the applicable policies found in the New York State’s Coastal Management Program and the LWRP areas. The project is federally funded through the Federal Highway Administration. No federal permits are required. The project is being progressed as a NEPA Class II action and SEQRA Type II action in accordance with the Department’s implementing the regulations of SEQR (17 NYCRR Part 15).
