PROPOSAL – ESD Capital Improvement Grants for Pro-Housing Communities
Dear Bryan:
Empire State Development Corporation (ESDC) has created a Capital Grants Program for certified or
pending Pro-Housing Communities, per the Governor’s desire to promote additional public and private
investments that help support the State’s need for housing (of all types). The first round of this initiative
($40 million) is intended to fund projects that lead to more housing, eliminate blight, and invest in
infrastructure and “place-making” to encourage economic and community development.
Grant funds can be used for a variety of projects, including land and building acquisition, demolition and
environmental remediation, new building construction and leasehold improvements, and infrastructure
and facility upgrades that promote additional downtown and waterfront revitalization opportunities or
encourage development of mixed use and commercial properties. Like Restore NY, funds can be passed
by a municipality to a developer or property owner for an eligible project, or funds can be used to support
municipal and non-profit-sponsored facilities that help spur housing growth and related economic
development. ESD is also encouraging leverage of other capital programs, including some of their own
programs and related initiatives that Croton is utilizing, including LWRP and HCR housing resources.
Recently, you have suggested constructing sidewalks on portions of North Riverside Avenue (State Route
9A) and municipal parking and streetscaping improvements on Brook Street, across from the pedestrian
walkway to Croton Landing and Senasqua Parks and the multi-use trail along Hudson River. There is a
demolition component for the former Chromoscan property that also could be incorporated into a new
streetscape project to facilitate better connections to the pedestrian walkway and the small business district
along North Riverside.
For this new program, we would propose to coordinate and prepare the Village’s proposal for capital
improvements including sidewalk and streetscaping, and possible site redevelopment (Chromoscan) for a
lump sum of $5,000. We would work with your staff, Frank, and other stakeholders to compile preliminary
project plans and cost estimates as well as narratives, exhibits, and all attachments required by ESDC.
We are pleased to assist the Village with infrastructure and place-making improvements that will enhance
your business districts, upgrade pedestrian connections to the Hudson Riverfront, and leverage your
completed Pro-Housing Community certification.
