Request for Use of Croton-Harmon Train Station Parking Lot
I have received a request from Franquin Leon of Franki’s Grill to host a music festival at the Croton-
Harmon Train Station parking lot on August 25, 2024. The festival would be held in Section H of the
parking lot, which is the daily parking section and the same area used by the Croton Rotary Club for
their annual car show.
I have reviewed the request with Chief of Police John Nikitopoulos and Superintendent of Public
Works Frank Balbi, and appropriate staffing levels will be provided for this event, if use of the parking
lot is approved by the Village Board of Trustees. The cost of such overtime shall be borne by the event
organizer. Additionally, a rental fee of $1,120 will be charged for use of the Village space.
As with the Croton Rotary Club car show, daily parking will be relocated to other areas of the parking
lot that day and parking enforcement officers will be on site to assist.
My recommendation to the Board, if approval is granted, that it be contingent upon the event ending
by 7 PM, that alcohol sales conclude one hour before the end of the event (6 PM), that an appropriate
number of portable restrooms be provided by the event organizer and that private security guards be
hired by the event organizer to assist with the event.
