MEMORANDUM
DATE:
November 9, 2023
TO:
Honorable Mayors and Supervisors; Municipal Managers and Administrators
FROM:
Westchester County Executive
RE:
Model Tree Ordinance
Colleagues,
We are advised that a number of communities are considering changes to their existing tree laws
and ordinances. While the County government has no authority over what is clearly a local
Home Rule matter, we want to share what we consider a model ordinance – “best practices” if
you will – for your consideration. I have attached the tree ordinance from the Town of
Greenburgh which addresses property rights and community environmental standards in order to
protect our valuable trees and advance environmental protections.
You are welcome to speak directly with your counterparts in Greenburgh to address any
questions you may have; they can provide details essential to how their law has worked during
its time in place.
As other issues arise, we will continue to identify local legislation that may be helpful to you in
your municipal efforts.
Warmest wishes,
George Latimer
