Recertification offers an opportunity for localities to showcase their progress and reaffirm their commitment to fostering housing growth across the State and remains a requirement for certain discretionary funding programs. As you may have seen, in her 2025 State of the State address, Governor Hochul has proposed an additional $100 million in funding to support critical housing infrastructure for Pro-Housing Community certified municipalities as well as $10 million for technical assistance for certified communities that want to design and adopt pro-housing policies including zoning updates, master plans, and streamlined permitting procedures.   Any municipality certified in calendar 2024 must complete the below steps to maintain their Pro- Housing Community Certified status for calendar 2025: 1. If the municipality has had any zoning changes since the 2024 submission, please send us an updated zoning map in shapefiles or PDF and an updated code spreadsheet incorporating those changes, available here on our website: https://hcr.ny.gov/phc 2. Provide the municipality’s 2024 permit data using the attached template. Additionally, if the municipality previously provided permit data through calendar year 2022, please provide the 2023 permit data as well.   Recertification applications are due by April 30th, 2025.   Please be on the lookout for an invitation to the Pro-Housing Community Program’s upcoming webinar with additional details and with a question and answer session on the recertification process.   We look forward to continuing to work with you all in 2025!
