Local Law Introductory 1 of 2025 

The Village Board is considering the adoption of Local Law Introductory No. 1 of 2025 to authorize 
a property tax levy in excess of the limit established by New York State. For this year, the limit is 2%, 
as the rate of inflation is presently higher than 2%. 

While the tentative budget for 2025-2026 is still being drafted, I do not expect to present a budget that 
is in excess of the limit. In fact, since the “property tax cap” legislation was instituted in 2012, the 
Village has only exceeded the limit once (in 2014-2015). However, it is important to adopt this 
legislation annually in the unlikely scenario where exceeding the cap is necessary.
