To: From: Frank Balbi, P.E., Superintendent of Public Works CC: Date: February 20, 2025 Re: Harmon Firehouse Addition –Doors (material only) Bid # 04-2025 - Project award In 2021, the Village EMS facility located at 44 Wayne Street was found to contain mold and no longer suitable for operation. The resulting assessment of the building indicated a large number of renovations and repairs were needed to bring the facility back to an appropriate working environment. The proposed expenses led to conversations regarding the future development and structure of the Village EMS. During these discussions, the Department of Public Works renovated a small area of the Harmon Firehouse and converted it into a temporary headquarters for EMS. In August 2022, the Village contracted with Sullivan Architecture, P.C. to develop conceptual drawings for an updated EMS facility. Sullivan Architecture worked with Village staff as well as Fire and EMS to develop concepts to address Village needs. Ultimately, an addition to the Harmon Firehouse was decided to be the best solution. Sullivan Architecture then produced construction drawings for the proposed addition. In order to complete this project efficiently, the Department of Public Works will be performing as much work as possible with Village staff. Since the total price for all of the doors exceed the purchase limit, and cooperative purchasing contracts were not available, the Village was forced to go out to bid for this material. Installation will be performed by DPW. On February 13, 2025, the Village of Croton-on-Hudson advertised an invitation to bid on the Harmon Firehouse Addition – Doors (Material Only) (Bid # 04-2025). On February 20, 2025 one bid was received and publicly read. The following results were returned: Bid Results: Bidder Bid Amount 1. Messco Building Supply $ 46,960 The lowest responsible bid was submitted by Messco Building Supply, 157 Bracken Road, Montgomery, NY 12549. Village staff has had many conversations with Messco regarding the doors needed for this job. They seem very knowledgeable about the material called out on the construction drawings, and are able to deliver them in a timely manner. I recommend approving Messco Building Supply’s proposal for the Harmon Firehouse Addition – Doors (Material Only) in the amount of $ 46,960.00.
