Keep right after the toll booth for 3,000 ft towards the western most parking lot located between the North and South Playgrounds. Follow the asphalt path located at the south end of the parking lot towards the Hudson river bulkhead wall.  Croton Westchester Hudson River 52.3N -73 01.1W To replace the concrete coping on the Croton Point Park seawall along the Hudson River. The existing seawall coping was damaged and pushed off the existing seawall during the remnants of Hurricane Ida, which hit the area in the fall of 2021. Remaining structures includes the seawall along the Hudson River. Two sections of coping, measuring approximately 404 ft and 23 ft in length, disconnected from the bulkhead resulting from broken Z-angle steel connections that fastened the coping segments to the bulkhead wall. Some of the existing z-angles that connected the concrete coping to the seawall remain on the seawall, although most are damaged and/or broken. A dip in the grading of approximately 3” deep by 15” wide behind the bulkhead wall in the lengths of damaged coping appear to have been caused by settlement or washout due to the storm. This area is also bare of grass or vegetation. The existing seawall will remain, and the existing concrete coping will be removed and disposed. The damaged/displaced existing precast concrete coping segments will not be returned to their original position. They will instead be replaced by a new hybrid system employing both precast and cast-in-place elements to ensure better stability, rigidity, and connection to the seawall sheeting. Improvements include providing a larger coping “tail”, buried in the fill behind the seawall and completely encasing the new steel connections to the seawall. 30 CY of cast-in-place concrete will be placed behind the seawall for the hybrid coping system. 11 CY of topsoil, 96 SY of turf establishment, and 20 CY of crushed gravel will be placed behind the seawall the grade between the hybrid copings system and the surrounding existing grade. There will be no area of fill below the MHW elevation. 20 CY (475 SF along the proposed 430 ft. project area) will be excavated removing the existing back-fill to accommodate the volume of the proposed cast-in-place concrete segment of the hybrid coping system. ADDITIONAL STEPS QuesƟon C.2.c: State designated significant fish and/or wildlife habitat? Policy 7 – Significant coastal fish and wildlife habitats, as idenƟfied on the coastal area map shall be protected, preserved and, where pracƟcal, restored so as to maintain their viability as habitats. This repair project does not require any tree cuƫng or any in-water work. ConstrucƟon will be performed within the September 1st to October 31st window to not interfere with any potenƟal wildlife habitat. Once completed, the repairs will once again allow the public to safely view these areas from a distance. NYSDEC has sent a noƟce of no JurisdicƟon as it was determined that all work appears to be above the mean high-water level. Any necessary measures requested by the State Agency regarding fish and/or wildlife habitat in the area will be adequately incorporated into the project requirements. Policy 19 - protect, maintain, and increase the level and types of access to public water related recreaƟon resources and faciliƟes so that these resources and faciliƟes may be fully uƟlized in accordance with reasonably anƟcipated public recreaƟon needs and the protecƟon of historic and natural resources. In providing such access, priority shall be given to public beaches, boaƟng faciliƟes, fishing areas and waterfront parks. This project will restore the pre-storm access to the County Park. These repairs will help to also preserve the park for future years to come. Policy 20 – Access to the publicly-owned foreshore and to lands immediately adjacent to the foreshore or the water’s edge that are publicly-owned shall be provided, and it should be provided in a manner compaƟble with adjoining uses. Such lands shall be retained in public ownership. This project will restore the pre-storm access to the County Park. These repairs will help to also preserve the park for future years to come.
