To: From: Frank Balbi, P.E., Superintendent of Public Works CC: Date: April 17, 2025 Re: Harmon Firehouse Brick Veneer Paneling System (material only) Bid # 06-2025 - Project award In 2021, the Village EMS facility located at 44 Wayne Street was found to contain mold and no longer suitable for operation. The resulting assessment of the building indicated a large number of renovations and repairs were needed to bring the facility back to an appropriate working environment. The proposed expenses led to conversations regarding the future development and structure of the Village EMS. During these discussions, the Department of Public Works renovated a small area of the Harmon Firehouse and converted it into a temporary headquarters for EMS. In August 2022, the Village contracted with Sullivan Architecture, P.C. to develop conceptual drawings for an updated EMS facility. Sullivan Architecture worked with Village staff as well as Fire and EMS to develop concepts to address Village needs. Ultimately, an addition to the Harmon Firehouse was decided to be the best solution. Sullivan Architecture then produced construction drawings for the proposed addition. On April 10, 2025, the Village of Croton-on-Hudson advertised an invitation to bid on the Harmon Firehouse Addition – Brick Veneer Paneling System (Material Only) (Bid # 06-2025). On April 17, 2025 two bids were received and publicly read. The following results were returned: Bid Results: Bidder Bid Amount 1. Brick-It $ 48,696.72 2. Extech Building Material $ 15,463.64 Due to the large difference in price, we called Extech Building Material to make sure they were comfortable with the proposal that was submitted. During our conversation, it was discovered that the price submitted was for the brick only, and not the entire system as shown in the construction drawings. We explained that New York State procurement laws prevent us from accepting another bid from them at this time. They asked that we remove them from consideration for this contract. Therefore, the lowest responsible bid was submitted by Brick It, 1401 Lakeland Avenue, Bohemia, NY 11716. Village staff has had conversations with Brick It regarding the material needed. Since they are the manufacturer of the product, they are very knowledgeable about the material called out on the construction drawings, and are able to deliver them in a timely manner. I recommend approving Brick It’s proposal for the Harmon Firehouse Addition – Brick Veneer Paneling System (Material Only) in the amount of $ 48,696.72.
