To: From: Date: January 12, 2024 Re: Legislation for Geothermal Energy Systems I am requesting that the Village Board of Trustees consider adopting supplementary regulations for geothermal energy systems. As renewable energy sources become more prevalent in our community, it has become important that the Village have some regulations in place for geothermal energy systems to allow for general design standards. To that effect, I have asked our Village Attorney to draft a proposed local law, which would amend the Zoning Chapter of the Village Code. I surveyed seven area villages (Ardsley, Briarcliff Manor, Buchanan, Ossining, Pelham Manor, Pleasantville, Tarrytown) to determine their process for geothermal energy system installations. All seven responded that a building permit is required before any system can be installed. Currently, as the Village of Croton-on-Hudson does not regulate these systems, no building permit is required here, and thus no review is undertaken by the Engineering Department of these systems before they are installed. I also consulted Lindsay Audin, our Sustainability Committee chair, regarding the prospect of geothermal legislation. He believes that having regulations in place are prudent as potential issues related to the antifreeze in the lines of the system could arise. Please let me know if you have any questions. Thank you.
