To: From: Date: June 6, 2025 Re: Bicycles with Electric Assist and Electric Scooter Regulations Local Law Introductory No. 7 of 2025 authorizes the Village Board to create schedules restricting or prohibiting the use of bicycles with electric assist and electric scooters in Village-owned public lands and properties. I believe that it would be prudent to consider restricting or prohibiting the use of bicycles with electric assist and electric scooters along some or all of the RiverWalk. Elliott Way is a shared-use roadway (designated with signage and sharrows) and it would be reasonable to direct these motorized vehicles to use the roadway between the Half Moon Bay Marina parking lot and Croton Landing. In Croton Landing itself, having time restrictions on their use to prohibit them during the busiest hours of the day may be prudent. If the Village Board chooses to adopt this local law on June 11, I would recommend that the Board refer this memo to the Bicycle Pedestrian Committee for their review and comment.
