On motion of TRUSTEE -, seconded by TRUSTEE -, the following resolution was adopted by the Board of Trustees of the Village of Croton-on-Hudson, New York with the following vote: Resolution #184-2025 WHEREAS, the New York State Legislature has passed three essential bills during the 2025 Legislative Session related to emergency medical services (EMS) in New York State; and WHEREAS, A.2177/S.1515 excludes EMS expenditures from the real property tax cap, giving municipalities the flexibility to properly fund EMS services without compromising other critical needs; and WHEREAS, A.8086-A/S.7501-A requires counties, cities, towns, and villages to collaboratively develop comprehensive county EMS system plans to assess needs, identify service gaps, and guide future investments; and WHEREAS, A.34/S.31 provides toll exemptions on the NYS Thruway for emergency vehicles, enabling faster emergency response times and reducing operational costs for EMS providers; and WHEREAS, the three bills are critical to rescuing and revitalizing EMS across the state; and WHEREAS, the New York Conference of Mayors (NYCOM) has circulated a letter for all municipalities to join as signatories requesting Governor Kathy Hochul to sign these bills into law without delay, NOW THEREFORE BE IT RESOLVED: that the Village of Croton-on-Hudson Board of Trustees authorizes the Village Manager to join as a signatory to the letter circulated by NYCOM.
