Minutes of the Village Board of Trustees work session of May 27, 2026. The board adopted Resolution #115-2026 by a 4-0 vote (Trustee Slippen absent), a home rule request seeking state authorization for a school speed zone camera demonstration program under Assembly bill A11322-A and Senate bill S10058-B; voted 4-0 to refer approximately 40 resident comments on gas-powered leaf blowers to the Conservation Advisory Council; and unanimously scheduled a public hearing for June 17, 2026 at 7 p.m. on Local Law Introductory No. 9 of 2026, a proposed moratorium on cannabis dispensaries. The board also suspended Board and Committee Guidelines for 30 days regarding the HEART Committee and service on more than one committee, and discussed the NY Forward grant application for Harmon, signage law memos and animal and fowl regulations.

A Work Session of the Board of Trustees of the Village of Croton-on-Hudson, NY was held on Wednesday, May 27, 2026, at 7:00 PM in the Georgianna Grant Meeting Room of the Stanley H. Trustee Slippen (arrived at 8 PM) On motion of TRUSTEE SIMON, seconded by TRUSTEE NICHOLSON, the following resolution was adopted by the Board of Trustees of the Village of Croton-on-Hudson, New York with a 4-0 vote (TRUSTEE SLIPPEN was absent): Resolution #115-2026 WHEREAS, the Village of Croton-on-Hudson desires to establish a school speed zone camera demonstration program; and WHEREAS, the state authorizes municipalities to make such requests through the home rule process; and WHEREAS, Assemblywoman Dana Levenberg has introduced bill A11322-A in the State Assembly to authorize a school speed zone camera demonstration program in the Village of Croton-on-Hudson; and WHEREAS, State Senator Peter Harckham has introduced companion bill S10058-B in the State Senate regarding same; and WHEREAS, the Village is required to formally submit a home rule request to the legislature, NOW THEREFORE BE IT RESOLVED: that the Village Board of Trustees hereby requests authorization to establish a school speed zone camera demonstration program; and BE IT FURTHER RESOLVED: that a copy of this home rule request be sent to State Assemblywoman Dana Levenberg and State Senator Peter Harckham. On a motion by TRUSTEE SIMON, seconded by TRUSTEE NICHOLSON, the Village Board voted 4-0 (TRUSTEE SLIPPEN was absent) to refer approximately 40 resident comments on gas- powered leaf blowers to the Conservation Advisory Council for their consideration. The Village Board discussed various items they would like to see the Conservation Advisory Council discuss regarding a potential change to the seasonal gas-powered leaf blower ban and directed the Village Manager to draft a memo outlining these items for the next board meeting. On a motion by TRUSTEE SIMON, seconded by TRUSTEE NICHOLSON, the Village Board voted unanimously to schedule a public hearing on Local Law Introductory No. 9 of 2026 for Wednesday, June 17, 2026, at 7 p.m. in the Georgianna Grant Meeting Room of the Stanley H. Kellerhouse Municipal Building. Local Law Introductory No. 9 of 2026 has been drafted to amend Chapter 99, Cannabis, of the Village Code to enact a moratorium on cannabis dispensaries while the Village Board considers changes to existing zoning regulations. On a motion by TRUSTEE SLIPPEN, seconded by TRUSTEE SIMON, the Village Board voted unanimously to suspend the regulations of the Board and Committee Guidelines for 30 days, specifically in regards to the HEART Committee and allowing an individual to serve on more than one committee. The Village Board agreed to discuss this topic further at their next work session. During the work session, the Board also discussed the potential NY Forward grant application for Harmon, reviewed the memorandums received on Local Law Introductory No. 7 of 2026 related to signage, and discussed potential changes to the regulations on animals and fowl in the Village. Valerie Monastra of Nelson Pope Voorhis was present for these discussions with the Board.
