CHHS 2026-2027 Universal Pre-Kindergarten Update UPK Provider Outreach ●Engagement with current providers ●Outreach to potential providers ●Scheduling onsite visits ●Consideration of allocating our district classroom space ●Considering shared services with surrounding districts ●Advocacy Efforts The NYS Board of Regents has set a goal of providing pre-kindergarten to all four-year-olds by 2030 and all three-year-olds by 2035 By the end of 2025 FY NYSED will complete an analysis of per-pupil rates for UPK to determine what rates are necessary to preserve existing services and expand services to all eligible students. -The Children’s Agenda and The Public Policy Education Fund October 2025 NYS Funding Expanding Access to Universal Pre-Kindergarten To expand access to high-quality early learning opportunities, the Regents recommend a $20 million increase in Universal Prekindergarten (UPK) funding, allocated to school districts based on demonstrated need and capacity. Districts would be eligible for funding if they require at least 16 additional seats to reach their statutory prekindergarten proxy and have utilized at least 90 percent of their existing UPK allocation, ensuring that resources support districts actively implementing their current programs. Eligible districts would be awarded the number of seats needed to achieve the statutory proxy, defined as 85 percent of the combined public and nonpublic kindergarten enrollment, excluding children served in 4410 classroom settings. That number of seats would be multiplied by the district’s per-pupil UPK rate.
