Minutes of the Village Board's June 24, 2026 work session, at which the Board voted 4-0 (Trustee Nicholson absent) to award the roadside and vehicle towing services contract to CNC Towing Inc. dba Luposello Auto Body of Croton-on-Hudson for June 1, 2026 through May 31, 2027, rescinding Resolution 148-2026, and to spend $2,000 from the sustainability trust account for a consultant to identify potential Village-owned sites for battery energy storage systems. The session also covered grant opportunities, changes to the Village Code on fowl and animals, guidelines for student members on advisory committees, re-constituting the HEART Committee and winter parking and sidewalk regulations.

A Work Session of the Board of Trustees of the Village of Croton-on-Hudson, NY was held on Wednesday, June 24, 2026, at 7:00 PM in the Georgianna Grant Meeting Room of the Stanley H. Village Attorney Lori Lee Dickson Trustee Simon Deputy Village Clerk Miguel Marra Trustee Slippen The following official was absent: On motion of TRUSTEE SIMON, seconded by TRUSTEE NACHTALER, the following resolution was adopted by the Board of Trustees of the Village of Croton-on-Hudson, New York with a 4-0 vote (TRUSTEE NICHOLSON was absent): Resolution #153-2026 WHEREAS, the Village of Croton-on-Hudson has contracted with area tow companies to provide roadside and vehicle towing services on an as-needed basis; and WHEREAS, on April 7, 2026, the Village of Croton-on-Hudson issued a request for proposals for these towing and roadside services; and WHEREAS, on May 7, 2026, four responses were received and opened; and WHEREAS, Chief of Police John Nikitopoulos has recommended awarding the contract to CNC Towing Inc. dba Luposello Auto Body of Croton-on-Hudson, New York, NOW THEREFORE BE IT RESOLVED: that the Board of Trustees hereby authorizes the Village Manager to award the contract for roadside and vehicle towing services to CNC Towing Inc. dba Luposello Auto Body of Croton-on-Hudson, New York, beginning June 1, 2026, through May 31, 2027; AND BE IT FURTHER RESOLVED: that Resolution 148-2026 is hereby rescinded. On a motion by TRUSTEE SIMON, seconded by TRUSTEE NACHTALER, the Village Board voted 4-0 (TRUSTEE NICHOLSON was absent) to authorize the expenditure of $2,000 from the sustainability trust account to retain a consultant to review and identify potential locations on Village-owned land for the siting of battery energy storage systems (BESS) and further authorize the Village Manager to prepare and execute a contract with the chosen consultant. During the work session, the Village Manager also presented an update from Valerie Monastra on grant opportunities available under the Consolidated Funding Application, the Board continued discussion on changes to the Village Code related to fowl and animals, discussed establishing guidelines for student members to serve on advisory committees, discussed re-constituting the HEART Committee as an ad-hoc committee and reviewed existing winter parking and sidewalk regulations and proposed changes to them.
