A Special Meeting of the Board of Trustees of the Village of Croton-on-Hudson, NY was

Mayor Pugh called the meeting to order at 6:30pm, and led those present in reciting
the Pledge of Allegiance.
Trustee Nicholson made a motion to approve the following Fiscal Year Vouchers,
Claims numbered 26006185-26006340 and 27000000-27000041. The motion was
seconded by Trustee Simon and approved with a 5-0 vote.

RESOLUTION #116-2026
On motion of Trustee Simon, seconded by Trustee Nicholson, the following resolution
was adopted by the Board of Trustees of the Village of Croton-on-Hudson, New York,
with a 4-1 vote (Trustee Slippen voting nay).
WHEREAS, the Village Board is desirous of creating the position of Assistant Village
Manager to assist the Village Manager with administrative duties, capital project
planning and grant administration, among other duties; and
WHEREAS, the Village Manager has recommended that a recruitment firm be retained
to solicit and screen candidates for the position; and
WHEREAS, two proposals for this work were received; and
WHEREAS, the Village Manager has recommended that Pracademic Partners be retained
for this scope of work at a cost not to exceed $15,000,
authorizes the Village Manager to accept the proposal from Pracademic Partners at a
cost not to exceed $15,000; and
BE IT FURTHER RESOLVED: that the Village Treasurer is hereby authorized to make the
following budget transfer in the 2026-2027 General Fund Budget:

Fund Budget for this position, it is needed with the robust project agenda
planned for the future and that use of a firm to assist with filling executive-
level positions is commonplace in municipalities and other organizations.
Trustee Nachtaler agreed and stated that ensuring that the Village has great
talent is a key priority and responsibility of the Board.
Trustee Slippen stated that, while she agrees the Assistant Village Manager
position is important, she believes the fee is excessive and that the Village
should attempt to fill the position first before entering into an agreement with
a firm.
Trustee Nachtaler further stated that her decision to support this agreement
was, in part, based on the fact that the position needs to be filled sooner
rather than later because of anticipated retirements and that a firm is best
equipped to ensure that happens. Trustee Nicholson agreed and said that,
since this is a new position, one of the benefits of having the firm will be to
develop a full job description and determine the responsibilities of the
Assistant Village Manager.
Mayor Pugh stated that, while it is possible the Village could fill the position
without using the recruitment firm, he would rather not take a chance with the
time constraints facing the Village and so he will support this resolution.
RESOLUTION #117-2026
On motion of Trustee Simon, seconded by Trustee Nicholson, the following resolution
was adopted by the Board of Trustees of the Village of Croton-on-Hudson, New York,
with a 5-0 vote.
WHEREAS, the Village of Croton-on-Hudson desires to establish a school speed zone
camera demonstration program; and
WHEREAS, the state authorizes municipalities to make such requests through the home
rule process; and
WHEREAS, Assemblywoman Dana Levenberg has introduced bill A11322-B in the State
Assembly to authorize a school speed zone camera demonstration program in the
Village of Croton-on-Hudson; and
WHEREAS, State Senator Peter Harckham has introduced companion bill S10058-C in
the State Senate regarding same; and
WHEREAS, the Village is required to formally submit a home rule request to the
NOW THEREFORE BE IT RESOLVED: that the Village Board of Trustees hereby requests
authorization to establish a school speed zone camera demonstration program; and
BE IT FURTHER RESOLVED: that a copy of this home rule request be sent to State
Assemblywoman Dana Levenberg and State Senator Peter Harckham.

Village Manager Healy explained that additional changes to the legislation
necessitated another new home rule request, specifically the adjudication of
the ticket. The merits of the program have not changed since the Village Board
adopted the original home rule request. Trustee Nachtaler stated that adoption
of this home rule request does not mean that the Village will be implementing
the speed cameras, but simply gives the Village the legal authority to establish
a program should it decide to do so, after discussion and a public hearing.
Trustee Nachtaler also stated that it was her understanding that the cameras
only capture the rear of the vehicle, including the license plate, and do not
record the individual driving the vehicle. Mayor Pugh concurred and stated that,
in some previous home rule requests, the Board has deliberated for over a year
before ultimately voting to implement them.
Trustee Nachtaler requested that the Board discuss the various cameras in use
by the Police Department at a future work session. Trustee Slippen agreed and
stated that people in the community are concerned about the use of cameras in
general. Trustee Slippen also suggested incorporating questions about cameras
into the upcoming Police Advisory Committee survey.

2026, work session were approved.

There being no further business to come before the Board, a motion to close the
meeting was made by Trustee Nicholson. Motion was seconded by Trustee Nachtaler
and approved with a 5-0 vote. Meeting adjourned at 6:46pm.
