To: From: Date: August 17, 2023 Re: Vacant Buildings & Storefronts The Village currently has no legislation that specifically regulates vacant buildings and storefronts. As we have seen with some recent properties, vacant buildings and storefronts can become eyesores if not maintained properly. The Village Attorney has provided legislation enacted in a neighboring municipality that would 1) require property owners to register their vacant building with the Village and 2) pay a yearly fee that would increase for each year the property remains vacant. A recent article in Public Management magazine (published by the International City-County Management Association) addressed this very issue and recommends, among other options, the use of a fee to incentivize landlords to have these properties leased. It is important to note that this legislation would not apply to single-family or two-family residential homes; it would only apply to multi-family or commercial properties. Another piece of legislation has been provided for the Board’s review that deals specifically with storefronts in vacant businesses. This legislation regulates how vacant storefronts are allowed to present their windows to the community. Please let me know if you have any questions. Thank you.
