Pro-Housing Community Program
The Pro-Housing Community Program was established by executive order in July 2023 by
Governor Hochul. The program was created to “reward local governments that are working
hard to address New York’s housing crisis.” Such governments will be rewarded in terms of
receiving additional consideration when applying for a number of grant programs, including
the Downtown Revitalization Initiative, the NY Forward program and the Mid-Hudson
Momentum Fund.
A municipality is eligible to be considered a pro-housing community in the downstate area
(which includes Croton-on-Hudson) if they can show either of the following:
• Permits increasing their housing stock by 1% over the past year; or
• Permits increasing their housing stock by 3% over the past three years
The Village has met both of these goals. Over the past year, our permitted housing stock grew
by 2.04% while our permitted housing stock grew by 3.56% over the past three years.
If the Board wishes to proceed with applying for the designation of a pro-housing community,
I would request that a resolution be adopted to direct me to send the enclosed letter of intent to
the NYS Department of Homes and Community Renewal. The Village should be notified
within 90 days if we have been certified.
