WATERFRONT ADVISORY COMMITTEE MEETING
Tuesday, September 16, 2025 4:30 p.m.

1) CALL TO ORDER
Chairman Simon called the Waterfront Advisory Committee meeting of September 16, 2025 to order at
4:34 p.m. and thanked and congratulated Dan O’Connor on his retirement
2) REFERRALS
a) Referral from Village Board of Trustees for a Local Waterfront Revitalization Program (LWRP)
Consistency Review for Improvements to Drainage along Brook Street and Terrace Place
Village Manager Bryan Healy reported receiving complaints over the years regarding flooding on Brook
Street. This project is for the construction of new drainage infrastructure along Brook Street and Terrace
Place, to reduce flooding on residential and commercial properties. The improvements include new storm
drainage routes, catch basins and pipes that will divert stormwater drainage through several properties
along and under Brook Street.
The WAC reviewed the Coastal Assessment Form and recommended the following change:
In Section C, Part 4 “p” the question should be marked “Yes,” that best management practices be utilized
to control storm water runoff into coastal waters.
The WAC reviewed the Coastal Assessment Form and made the suggested change as noted above.
Stuart Greenbaum made a motion to accept the Coastal Assessment Form, as amended, seconded by
Leo Wiegman, and carried, 3 – 0, with Steve Krisky & Cara Politi being absent.
The WAC reviewed the 44 LWRP policies, and the 11 LWRP Section IV projects, and identified the
applicable policies as noted in the memo attached. Since there is nothing in the referrals that is
inconsistent, the WAC made a recommendation of consistency.
MOTION: Stuart Greenbaum made a recommendation of consistency, seconded by Leo Wiegman, and
the motion carried, 3 – 0, with Steve Krisky & Cara Politi being absent.
b) Referral from Village Board of Trustees for a Local Waterfront Revitalization Program (LWRP)
Consistency Review for NY State Dept. of Transportation – federal funding for cleaning/washing
bridges and sealing decks as needed to remove debris and protect against corrosive substance

This is a Department of Transportation maintenance project that includes cleaning/washing bridges and
sealing decks as needed to remove debris and protect against corrosive substances. The WAC does not
believe there will be any potentially significant adverse impacts on coastal resources from these projects,
and noted that the Welcher Avenue project is not, in fact in Croton.
The WAC reviewed the 44 LWRP policies, and the 11 LWRP Section IV projects, and identified the

3. APPROVAL OF MINUTES
Stuart Greenbaum made a motion to approve the minutes of the WAC meeting of August 12, 2025,
seconded by Leo Wiegman, and the motion carried by a vote of 3 – 0, with Steve Krisky & Cara Politi
being absent.
4. ADJOURNMENT:
There being no further business, Stuart Greenbaum made a motion for adjournment, seconded by Leo
Wiegman, and the meeting adjourned at 4:49 p.m.
