Fielding October 17th, 2023  Ticket totals by year Note: The 2023 bar represents 1/1/2023 to 10/10/2023  Total traffic stops - 1015 562, 55% 453, 45% TICKETS/WARNINGS TICKET WARNING  LICENSE PLATE READER SYSTEM  License plate readers are high-speed, computer-controlled camera systems that can be mounted on police patrol vehicles.  Automatically capture all license plate numbers that come into view, along with the location, date, and time.  The license plate number is then checked in the department of motor vehicles database to check the registration status.  A response is generated instantly, notifying the officer of any issues with the registration status, or if the vehicle or operator is wanted for other crimes.  Local police departments can also set alerts for specific license plate numbers that may be of interest to an investigation.  Some traffic stops are the result of a license plate reader detection.  License Plate Reader System  27 out of 1015 total traffic stops were the result of an LPR hit – 2.7% 27, 3% 988, 97% LPR HIT LPR HIT NO LPR HIT  Speed Related  473 out of 1015 traffic stops were the result of a speed violation  Speed related tickets can be issued as a result of a visual estimate by a certified officer, radar detectors, or vehicle pacing  The overwhelming majority of speed related tickets result from radar 473, 47% 542, 53% SPEED RELATED Speed Other Other Common Reasons For Traffic Stops  Equipment Violations (Lights, exhaust, cracked windshield, etc.)  Cell Phones / Distracted Driving  Seatbelt Violations  Speed Limits  According to the PAC survey, the number one concern of Croton residents is speed and traffic safety.  In response to this, the Village has reduced the Village speed limit to 25 miles per hour. There are some roads that have a higher speed limit, including Route 129, Route 9, Route 9A, Albany Post Road, North Riverside Avenue, South Riverside Avenue, and lower Maple Street. Note: the speed limit on Maple Street in the school zone during school hours is 20 miles per hour as displayed on the speed trailer.  A traffic enforcement car has also been established during the school year to increase compliance.  For the last several years, the Croton Police Department has received a grant of approximately $7,500 per year from the NYS Governor’s Traffic Safety Committee, to help with traffic enforcement and accident reduction.  Traffic Car Stats  Total Tickets from 1/1/2023 - 8/31/2023 - 902  Tickets per month 1/1/2023 - 8/31/2023 – 112.75  Total Tickets from 9/1/2023 - 10/10/2023 – 91  Tickets per month 9/1/2023 - 10/10/2023 - ≈ 70  TraCS  The Croton Police Department has recently started issuing tickets using the TraCS software.  Additionally, TraCS is now used to complete accident reports. The benefit of this is that the reports are automatically uploaded to the New York State Department of Motor Vehicles.  Accident data is recorded and posted on a website for us to view, which can help us target areas of high accidents. See next slide for an example of the data.  The data on the slide is not current, as the transition to TraCS was very recent. Over time, the report uploads will be visible in the system.  ArcGIS  Other Statistics  The Croton Police Department collects data on cases, arrests, arrest offenses, child safety seat installs, and other calls for service. The monthly statistics can be found on the Village website - https://www.crotononhudson-ny.gov/police- department/pages/monthly-reports  The reports are displayed monthly and at the end of the year, an annual report is created. See the next slides for an example of a monthly report. This particular report is from August of 2023. The reports are delayed by around one month.    Arrest Data 9/1/23 – 10/10/23  Since the printed August report. There have been the following additional arrests  Criminal Possession of Stolen Property – 3  Aggravated Unlicensed Operation – 4  Warrant Arrests – 2  Criminal Possession of a Controlled Substance – 2  Harassment / Aggravated Harassment – 2  Operating a motor vehicle with a suspended registration – 2  Menacing – 1  Unlawful Imprisonment – 1  Criminal Obstruction of Breathing or Blood Circulation - 1  NYS Vehicle & Traffic Law § 1145  Vehicle approaching rotary traffic circle or island.
