WATERFRONT ADVISORY COMMITTEE MEETING Wednesday, May 20th, 2024 4:30 p.m. Small Conference Room PRESENT Len Simon, Chairperson Stuart Greenbaum Steve Krisky Ian W. Murtaugh Leo Wiegman ALSO PRESENT: Daniel O’Connor, P.E. Village Engineer Bryan Healy, Village Manager 1) CALL TO ORDER Chairman Simon called the Waterfront Advisory Committee meeting of May 20th, 2024 to order at 4:32 p.m. 2) REFERRALS a) Referral from Village Board for a Local Waterfront Revitalization Program (LWRP) Consistency review for Local Law Introductory 5 of 2024 to update Chapter 206, Telecommunications Towers, of the Village Code to provide for the regulation of wireless facilities in the Village. Chairman Simon gave a brief history of what has changed since the last time the Waterfront Advisory Committee reviewed this application on March 11, 2024. Chairman Simon noted that there have been conversations with Village Attorney. Chairman Simon stated that properties in both RA 40 and RA 60 Zoning Districts will be eligible for telecommunications towers. Additionally, telecommunications projects will be referred to the Planning Board for site plan approval. The WAC reviewed the Coastal Assessment Form and had no changes. The WAC reviewed the Short Environmental Assessment Form and had no changes. The WAC reviewed the 44 LWRP policies and identified the applicable policy as noted in the memo attached. Since there is nothing in the referrals that is inconsistent, the WAC made a recommendation of consistency. MOTION: Stuart Greenbaum made a recommendation of consistency, seconded by Leo Weigman, and the motion carried, 5 – 0. b) Referral from Village Board for a Local Waterfront Revitalization Program (LWRP) Consistence review for Local Law Introductory 7 of 2024, amending Chapter 230, Zoning, of the Code of the Village of Croton on Hudson to add new Article IVB, Indian Brook- Croton Gorge Inter-Municipal Watershed Protection Overlay District (WPOD), CAF and EAF. Westchester County together with five municipalities, developed this action plan in 2007 to protect the watershed area of the Croton River and Indian Brook which provide drinking water to many homes in this area. The WAC reviewed the Coastal Assessment Form and had no changes. The WAC reviewed the Short Environmental Assessment Form and had no changes. The WAC reviewed the 44 LWRP policies and identified the applicable policies as noted in the memo attached. Since there is nothing in the referrals that is inconsistent, the WAC made a recommendation of consistency. MOTION: Steve Krisky made a motion for a recommendation of consistency, seconded by Stuart Greenbaum, and the motion carried by a vote of 5 to 0. 3. APPROVAL OF MINUTES Leo Wiegman made a motion to approve the minutes of the WAC meeting of March 11th, 2024, seconded by Steve Krisky, and the motion carried by a vote of 5 - 0. 4.
