Asphalt Paving and Cold Milling Contract with ELQ Industries
The Village signed a contract with ELQ Industries on 8/27/10 (see attached) for the asphalt
paving and cold milling work in the Village; this contract was for a one year term. In the Fall of
2010 Grand Street, Batten Road, Alexander Lane, and Merwin Oak Parking lot were milled and
paved.
Additional work; which included Quaker Bridge and Niles Roads, was scheduled for the end of
August 2011 however was postponed due to tropical storm Irene. The work was later
rescheduled after the Village recovered from Irene and the contractor was available for non-
emergency work. Although the work was performed past the contract expiration date ELQ and
the Village verbally agreed to extend the contract. I would recommend that the contract
extension to 10/31/11 be formally approved by the Village and therefore be placed on the next
Village Board agenda to have the Village Board formally agree to extend the contract with ELQ
Industries for the asphalt paving and cold milling work in the Village until 10/31/11.
Attached is a letter from ELQ Industries requesting the contract extension.

Dear Mr. O’Connor:
Due to inclement weather, ELQ Industries, Inc. (“ELQ”) did not complete work schedule
for the late August under the above referenced contract until October 6, 2011. Therefore,
we respectfully request that the contract be extended until October 31, 2011 so that we
may bill the work complete after the original contract closed on August 27, 2011.
