Parking at Croton-Harmon Train Station
As the Board prepares to enter into budget season, I wanted to provide an update on the parking
situation at the Croton-Harmon Train Station. As you are likely aware, the train station provided a
significant portion of the Village’s non-tax revenue before the pandemic; such revenue was budgeted
to be $3.735 million in fiscal year 2019-2020. Once the pandemic began, and commuting practically
vanished, our revenues plummeted at the train station. This year, revenue is budgeted at approximately
$1.3 million.
Since Summer 2021, parking revenues have been on a steady uptick as schools and offices reopened
to students and staff. However, the advent of the Delta and Omicron variants led to temporary setbacks
in further openings of offices and the return of more commuters to the train station. As such, I believe
it is prudent to continue to budget conservatively when it comes to parking revenue at the train station;
additional variants could cause another retreat by commuters.
Please see below for an example of how the variant(s) have affected daily parking revenue; as permits
are purchased on a quarterly basis, they have not been subjected as much to the rise and fall of variants.
