Proposed Fee Schedule FY 2022-2023 Swimming at Silver Lake I am proposing to increase the seasonal fee for school district residents by 10% to help offset the costs of running the swimming area. Daily fees for Village residents are also proposed to increase by $1 for the same reason. Senasqua Park Pavilion This addition to the fee schedule is a result of our successful pilot program last year in renting the pavilion after Labor Day. The off-season will consist of May (before Memorial Day), as well as September (after Labor Day) and October. Kayak Winter Storage This is another addition to the fee schedule based on a successful pilot program. Those who wish to keep their kayaks stored year-round can now pay an additional fee to do so. Alarm System Permit I am proposing to restructure the alarm system permitting process similar to how many communities handle them: separate fees for residential and non-residential systems. Non- residential systems traditionally have a larger volume of calls/false alarms. Residents would actually see a decrease in the initial registration fee. I am also proposing to increase the false alarm charges for having an unregistered alarm system. Parking Violations I am proposing that the Board increase the fine for parking within 15’ of a fire hydrant to $210 (in line with the fire lane violation). Additionally, I am asking that the penalties for not paying a fine within 40 days and 70 days be increased. Train Station Parking I am requesting that the daily rate on weekends at the train station be increased from $5 to $7. This would only apply to non-residents as Village residents can park for free with a weekend parking permit. Additionally, I am seeking an increase in the resident parking permit (from $210 to $216 per quarter starting September 1) and non-residential parking permit (from $306 to $312). The associated credit card service fee is also proposed to be increased. Local Parking Permits I am requesting that the Board increase the annual local parking permit fee for Merwin Oak, South Harmon and Asbury Methodist from $25 to $35. This permit fee has not increased in many years. Building/Engineering Permits Village Engineer Dan O’Connor has put together a number of items where he is seeking increases in line with the amount of staff time spent: - Building Permits (one/two family homes): increase by $10 for first $2,000 valuation of work. - Building Permits for sheds and hot tubs: increase by $25. - Accessory Apartments: increase from $100 to $250. - Certificate of Occupancy: increase by $25 for areas less than 4,000 square feet. - Floodplain Development Permit: addition to the fee schedule – set at $250. - Planning Board Site Plan: increase by $25 for areas less than 4,000 square feet and by $250 for areas greater than 10,000 square feet. - Planning Board Minor Site Plan: increase by $250 for a new house and by $25 for an extension. - Records Search: increase by $10 for residential properties and commercial properties with less than four tenants, and increase by $25 for commercial properties with more than four tenants. - Solar systems greater than 50kW: addition to the fee schedule – uses commercial building permit fees. - Solar system battery backup: increase initial installation fee by $50. - Subdivision approval: increase application fee by $250. - Village Board Special Permit: increase by $25 for those actions involving less than 4,000 square feet. - ZBA applications: increase by $25 for all types of area variances. Water/Sewer I am proposing that the Village institute a charge for water shut off/turn on during regular business hours of $40. Additionally, Village Engineer O’Connor is proposing that the fees for doing water taps increase, as well as the fees for installing a water service connection to an existing curb box, and a replacement meter and radio interface. Finally, I am recommending that the Village Board institute an annual fee for private fire hydrants (which are unmetered) of $150. For sewer and storm water connections, Engineer O’Connor is recommending that 2” and 4” connections for waste water increase by $200 and $100 respectively. For storm water connections, a $25 increase is proposed. Treasurer Fees I am proposing that the Village Board institute a $2 charge for delinquent tax bill mailing (which is allowed to charged once per year). Also, I am seeking approval for a $50 charge to be placed on all delinquent utility bill accounts which have to be re-levied. Clerk Fees With our new sign coming to the Croton-Harmon Train Station, we can once again begin accepting banners to hang. The fees proposed ($25 and $50) were the old fees previously charged; however, I am now seeking to have them charged per week instead of one-time charges. I am also proposing a $500 fee for the issuance of a fireworks permit (in accordance with the law adopted by the Village Board last year). Also, in accordance with a law adopted by the Village Board last year, I have come up with a schedule of fees for leaf blower permits.
