To: From: Date: March 4, 2022 Re: NYStretch Energy Code Village Engineer Dan O’Connor, Assistant Engineer Ron Wegner and I met with members of the Sustainability Committee and Trustee Liaison Len Simon this week to discuss the NYStretch Energy Code. This set of standards is voluntary for municipalities to adopt and requires stricter energy standards for any new construction. Among the benefits listed by NYSERDA in the adoption of such a code are “significant energy and utility cost savings for homeowners, tenants, renters and building owners; reduced building operational costs; reduced environmental impact; increased occupant comfort and health; and increased real estate value and community attractiveness.” I have included a number of backup materials regarding the energy code on the agenda for this evening. Numerous municipalities throughout the state have adopted the NYStretch Energy Code, including both Cortlandt and the Town of Ossining in 2021. I have tentatively scheduled a discussion on the energy code for the Board’s work session in May. If the Board decides to move forward with adopting the code, a local law would be drafted and the Board would go through the SEQRA process before adopting the local law.
