Bryan,
DOS has conducted a review of the Village’s Draft LWRP (February 2022).
We are requesting some additional changes and providing some recommendations.
Changes:
In Section II page II-23 there is a map of the Harbor Management Plan Boundary (Figure 8).
That map should also be included in Section I. It could be relabeled Figure 1A rather than
adjusting multiple figure numbers.
· Add Guidelines for Notification and Review of State Agency Actions; and Procedural
Guidelines for Coordinating Consistency Review of Federal Agency Actions to the LWRP (see
attached document)- typically this information in included in Section V or in the appendix.
In Appendix B, the 603.3 chart has some blank spaces in it. If those items are N/A it would be
helpful if that was added to the chart so it does not appear as if those sections were just not
addressed.
Recommendations:
· Per Executive Law § 915(5), one element of a LWRP is the application of local aesthetic
considerations in the design of new structures and the redevelopment of waterfront sites. It
is recognized that the Village has established Design Guidelines in their zoning code and the
2003 Comprehensive Plan for each of the three gateway areas in the village (South
Riverside/ Harmon, Municipal Place, and the North End). If Croton wishes to expand upon
these aesthetic considerations, a good example of Architectural design standards can be found in the
Village of Saranac Lake’s standards at https://ecode360.com/31626881.
· Implementation- Local Laws
The Village has not identified any new local laws and/or regulations necessary to implement
the LWRP.
Some potential considerations are as follows:
o The Village identified a number of historical properties in its inventory and analysis
section of the draft LWRP. They may want to consider a Historic Preservation Law to
implement the historic properties policy. The City of Union has a good example to

o The Village did mention its scenic views in its Inventory and Analysis section of the
draft LWRP, Croton may want to consider a Natural and Scenic Resource Protection
law. A good example to review would be the Village of Dobbs Ferry’s law at
