July 21, 2022 Bryan T. Healy Village Manager Village of Croton-on-Hudson 1 Van Wyck Street, Croton-on-Hudson, N.Y. 10520 RE: Affordable Housing Technical Assistance This memorandum of understanding is between the Housing Action Council (HAC) and the Village of Croton for work under the Housing Technical Assistance program. The period of performance shall be from August 1, 2022 – December 30, 2022. The terms of the work are as followed: • Whereas, the Village of Croton and the Housing Action Council have agreed to formally work together through the HAC’s technical assistance program to further housing and community development. • Whereas, the technical assistance program will provide support and guidance to the Village of Croton. This activity will provide information, technical assistance, and education in constructive ways to local public officials, residents, and other stakeholders to develop affordable housing. • Whereas, Westchester County has awarded funds to the HAC to assist and advise not-for-profit organizations, municipalities, affordable housing committees and affordable housing coalitions. The funding covers HAC staff services. • Whereas, the following service, outlined below, will be provided to the Village in response to the Croton Housing Task Force report. o Provide recommendations for the adoption of an Overlay Affordable Housing Zone. o Explore the preliminary feasibility of developing affordable housing on lots owned by the Village through participation in the Fall 2022 Land Use Leadership Alliance Training Program with identified leaders from the Croton Housing Task Force, municipality, Croton Housing Network and others as may be appropriate. We look forward to working with the Village as these tasks are further defined through discussions, research, etc. with the goal of increasing the affordable housing stock in the Village.
