1 License Plate Reader Case Studies 2 Missing Juvenile Fall 2024 –Detectives investigated a report of a missing juvenile Detectives used phone records for the juvenile and determined that she ordered food from a restaurant in Ossining. Detectives used a nearby LPR to identify a vehicle that possibly arrived to pick up that orer. Detectives located the missing juvenile at a male’s residence in Ossining. 2 3 Gouveia Property Criminal Mischief Summer 2022 – multiple incidents involving broken windows at the Gouveia Property, extensive damage to village property. Detectives identified a vehicle of interest by installing covert cameras in the area. It was an older model white Kia Optima with dark rims. Detectives conducted an extensive search on the LPR system for vehicles fitting that description and for each incident, one particular vehicle was detected driving Southbound in Ossining approximately 10 minutes after the crime on multiple dates. Using this lead, Detectives developed additional suspects and eventually obtained confessions and arrested all involved parties. 3 4 Burglary of a Business December 2022 – Patrol and detectives responded to a smash and grab burglary of a business. Detectives obtained video footage of the incident and identified a possible make and model of the suspect vehicle. Detectives conducted an LPR search and located a similar vehicle that was detected by an LPR traveling Southbound shortly after the incident. The plate was mostly unreadable but detectives identified several of the digits. Days later, the same vehicle was used in the commission of a similar burglary in Secaucus, NJ, and the plate matched the partial plate detectives previously identified. This investigation is still ongoing and awaiting Grand Jury to indict the identified suspects. 4 5 Nursing Home Burglary January 2023 – Patrol and detectives responded to a theft from a nursing home. The suspects used stolen credit cards at a nearby business. Detectives obtained video footage of from the nearby business and identified a possible make and model of the suspect vehicle. Detectives conducted an LPR search and located a similar vehicle that was detected by an LPR in the area Detectives continued the investigation and identified three suspects who commit similar crimes across the United States. At this time no warrants have been issued but the case is ongoing. 5 6 Counterfeit Currency Arrest February 2023 – Patrol and detectives responded to a report of counterfeit currency being used at a business in Croton. Detectives investigated along with detectives from other agencies and a suspect vehicle was identified using the LPR system. One subject was arrested. 6 7 Multi State Larceny Suspect Spring 2023 – Detectives investigated a larceny from a business in Croton. Detectives obtained video footage of the incident and identified a make and model of the vehicle. Detectives used the LPR system in Croton to identify a suspect vehicle. The suspect was involved in numerous other larcenies in Westchester and surrounding states. Using on-board GPS, detectives determined the vehicle was about to commit a larceny in Delaware. Detectives notified the Delaware State Police and the suspect was arrested. Detectives later arrested the subject at Rikers Island. 7 8 Used Cooking Oil Theft / Oil Spill S Riverside Ave July 2023 – Unknown suspects stole used cooking oil from several businesses in Croton. When fleeing from the Croton Colonial Diner, the oil spilled in the back of the van, creating a miles long trail of used cooking oil throughout the village. Detectives obtained video footage of the incident, which depicted a white van with distinguishable marks on the rear doors. Using this information detectives identified the vehicle on the LPR site at Croton Point Avenue. With the vehicle identified, detectives collaborated with other agencies to identify suspects and arrest all involved parties. 8 9 Fatal Motorcycle Accident Summer 2023 – Patrol and Detectives responded to a fatal motorcycle accident on Route 9 South. While investigating the accident, investigators recovered a panel from the mirror of an unknown vehicle. Multiple witnesses reported seeing the motorycle collide with another vehicle. Using the piece of the vehicle recovered at the scene, detectives identified a year, make, and model of the suspect vehicle. Detectives conducted an extremely extensive search of the LPR system for vehicles fitting the description that were missing a passenger side mirror. After days of searching, detectives identified the suspect vehicle. The operator of the vehicle was arrested for leaving the scene of a fatal accident. 9 10 Burglary of a Business Summer 2023 – Patrol and Detectives responded to a smash and grab burglary of a business on Maple Street. Unknown suspects fled on foot and a vehicle was not immediately identifiable. Detectives conducted an extensive video canvass and identified a dark colored SUV as possibly being involved. Detectives conducted an extensive LPR search and identified a black SUV fitting the description as the vehicle in the surveillance videos. After a long investigation, detectives arrested an involved suspect and currently have an arrest warrant for a second suspect. Detectives also identified the arrested suspect as the person responsible for a burglary of the same business exactly 3 years prior to this burglary. 10 11 MOS Stolen License Plate September 2023 – Unknown suspects stole an off duty MOS license plate. When license plates are reported missing/stolen, it is difficult to confirm a theft. Westchester County RTC notified surrounding agencies on slack that the license plate was detected by license plate readers in White Plains, NY, now affixed to a gold Infiniti SUV. This intelligence confirmed that the license plate was stolen and was likely about to be used in the commission of a crime. Despite these efforts, the suspects were not located. 11 12 Stolen Envelope of Cash October 2023 – Victim dropped an envelope of cash. An unknown female picked up the envelope and left in a vehicle. Awitness observed the female enter a vehicle and described it, including the license plate. Detectives checked the LPR system for the vehicle and confirmed that the vehicle arrived and left within the timeframe the suspect female is on video at the store. Detectives arrested the suspect without incident. 12 13 Stolen Vehicle October 2023 – Real Time Crime alerted units that a stolen vehicle was traveling North on Route 9. Detectives and Patrol responded to Route 9 and located/stopped the vehicle. Two occupants were arrested and one toddler was removed and turned over to Peekskill Police. Croton units charged both occupants with criminal possession of stolen property, with Peekskill Police following up on the actual theft. 13 14 Fatal Car vs Pedestrian 2023 Car vs Pedestrian Accident Route 9 North Unknown suspect vehicle – left scene, no witnesses. Detectives responded from home for accident investigation Using fragments of the car that were left at the scene, detectives identified a year, make, and model of the suspect vehicle. Detectives checked the LPR system for vehicles fitting the description of the suspect vehicle and identified a suspect vehicle. Detectives continued the investigation, identified and arrested the driver of the vehicle. 14 15 Multiple Confidential Narcotics Investigations Detectives utilized the LPR system to surveil multiple suspects in narcotics possession/sales resulting in multiple arrests 15 16 Burglary of a Business Spring 2024 – Patrol and Detectives responded to a smash and grab burglary of a business. Detectives conducted an extensive video canvass and identified the make and model of a suspect vehicle. Real Time Crime conducted an LPR search and identified a similar make and model vehicle traveling Southbound shortly after the incident. This vehicle was reported stolen to the NYPD just prior to the incident. The investigation continued and detectives, with the assistance of the Bergen County Prosecutor’s Office, identified all involved suspects. All suspects were juveniles. Detectives testified in New York County Court, along with numerous other agencies, and the suspects were all indicted and later arrested. 16 17 Counterfeit Currency Pursuit Summer 2024 – Real Time Crime received an LPR alert that a suspect vehicle associated with counterfeit currency was detected by an LPR in Croton. Patrols responded and located the vehicle, which was again just involved in an attempted use of counterfeit currency. Avehicle pursuit ensued through Croton and Ossining. Croton units terminated the pursuit but the suspects were later arrested and charged in another jurisdiction. 17 18 Sexual Assault Investigation March 2025 – Victim reported that she was sexually assaulted at a location within the Village of Croton. Detectives took the report and investigated the incident. Detectives confirmed that the suspect’s vehicle was detected by an LPR headed towards the location of the assault. This is valuable evidence when interviewing suspects and building a case. 18 19 Stolen Jet Ski’s February 2025 – Victim reported that his two jet ski’s were stolen overnight Detectives obtained video of an unknown white pickup truck with no tailgate stealing the jet ski’s. Detectives conducted an extremely extensive search of the LPR system throughout all of Westchester County and located a similar vehicle with no tailgate on an LPR in Mount Vernon. Detectives continued the investigation and located/recovered the Jet Ski’s at a secured tow yard. Detectives arrested the suspect without incident. Without the use of the LPR’s in this investigation, the jet ski’s would not have been recovered. 19 20 Larceny Suspect Pursuit March 2025 – Real Time Crime reported that a larceny suspect vehicle was detected by an LPR in the Peekskill area and was possibly headed towards Route 9. Detectives responded to Route 9 to canvass for the vehicle. The suspect vehicle exited at Senasqua Road and Detectives conducted a traffic stop. As detectives exited the vehicle, the vehicle fled and a pursuit ensued. Detectives terminated the pursuit in Briarcliff Manor and the suspect was eventually apprehended near Yonkers. Detectives charged the suspect with traffic offenses and reckless endangerment due to the dangerous operation of the vehicle during the pursuit. 20 21 Elder Scam Arrest May 2025 – Victim reported that they were scammed out of $20,000 and the scammer wanted to come back for another $20,000 the next day. Detectives were notified. Detectives, along with detectives from other agencies and Croton Patrol units set up at the victim’s residence. Detectives waited inside the residence and observed the suspect make the pick up. Detectives attempted to stop the male who was walking back to an unknown vehicle and a foot pursued ensued. He was taken into custody. Real Time Crime used the LPR system to identify a suspect vehicle and confirm that it traveled Northbound with 2 occupants. The vehicle was stopped by Ossining PD after an LPR alert and it was only occupied by 1 male. The case is still ongoing and Detectives are seeking to charge the operator with acting in concert with the first suspect. The operator of the vehicle was arrested in 2026 after it was determined he was directly involved in the crime. He was also determined to be directly involved in human trafficking throughout multiple states. 21 22 Criminal Possession of a Forged Instrument (Assist agency in Minnesota) Summer 2025 – Agency in Minnesota reported that a stolen check from their jurisdiction was deposited at an ATM in Croton. Detectives investigated the incident and located a vehicle on the LPR system that arrived in Croton shortly before the check was deposited and left Croton shortly after. Using the identified vehicle, detectives identified a suspect and applied for an arrest warrant. 22 23 Attempted Larceny of Yacht September 2025 – Victim reported that someone attempted to steal his yacht. Detectives investigated the incident and used video footage to obtain a description of a possible suspect vehicle. Detectives conducted an LPR search for vehicles matching that description and located the vehicle on a nearby LPR. Detectives are ready to charge the suspect with the crime. 23 24 Att. Burglary (Two separate businesses) & Stolen Vehicle September 2025 – Victim reported that their vehicle was stolen and a separate victim reported that the door to their business was shattered. Detectives used the overview camera on the LPR at Municipal Place and observed an unknown male walking in the direction of where the door was shattered. The male left the area in the direction of where the vehicle was stolen. Detectives identified the male using video footage and assistance from other agencies and arrested him. 24 25 Juvenile Followed Home October 2025 – Juvenile reported that she was followed home by a black van. Detectives checked LPR overview cameras and LPR reads to identify a possible suspect vehicle. No matching vehicle was located. Using this information, detectives interviewed the juvenile, who admitted that the story was “embellished.” 25 26 Multiple CVS larcenies Multiple CVS larcenies were closed with arrests due to the location of the LPR on Municipal Place. 26 27 Identity Theft Arrest ACroton resident reported being the victim of identity theft and suffered a loss of $50,000. Detectives determined that the same suspect was involved in identity theft cases at several other banks. Using the LPR system, detectives identified a suspect vehicle (a rental). The renter of the suspect vehicle was also the renter of the suspect vehicle that was involved in the other identity theft cases. Detectives worked in collaboration with multiple agencies and took the suspect into custody after the vehicle was detected by an LPR in White Plains. 27
