To: From: CC: Date: August 5, 2026 Re: Trade Labor Services- Bid # 22-2025 (plumbing portion) This year, the Village of Croton-on-Hudson has developed a multi-disciplinary contract that covers various work that is typically needed throughout the year. This contract is broken up into five different trade categories; Carpentry, Plumbing, HVAC, Masonry and Roof Repair. Contractors were given the opportunity to bid on any portion of the contract that may be relevant to their work experience. Currently, official projects may not be planned for each trade category, however these contracts will make it easier to perform work that unexpectantly comes up throughout the year. Securing a contract with a trade labor service will allow us to get the work done immediately, and will not delay the repair/project with the bidding process. On December 18, 2025, the Village of Croton-on-Hudson advertised for invitations to bid on the Trade Labor Services project (Bid # 22-2025). On January 22, 2026, a total of six bids were received and publicly read. Two bids were submitted for the masonry section of this contract. The following results were returned: Bid Results: Bidder Bid Amount 1. CF Select Corp. $ 32,200.00 2. Joe Lombardo Plumbing $ 42,557.60 CF Select’s bid did not include the necessary bonds. They were initially contacted to complete the documentation; however, they were non-responsive. Joe Lombardo Plumbing was contacted next. We explained that the apparent low-bidder was not responsive and gave them the opportunity to hold their proposed bid amount. They agreed, and are happy to move forward with the contract. We have not worked with Joe Lombardo Plumbing in the past, however while speaking with them and reviewing their qualifications, they seem very capable of fulfilling our maintenance and emergency contract. I recommend approving Joe Lombardo Plimbing & Heating’s proposal for the Plumbing section of this contract in the amount of $42,557.60. Funding for this contract is included in the 2026-2027 operating budget, as well as any relevant Capital Budget account that the work is being performed under.
