Healy, Village Manager July 29, 2026 VIA EMAIL (bhealy@crotononhudson -ny.gov) RE: Half Moon Bay Bridge (BIN 2270050) Rehabilitation Village of Croton-on-Hudson, Westchester County, NY Proposal for Professional Services - Additional Scope 3 Dear Mr. Healy: In accordance with our recent work progress and coordination, Tectonic Engineering Consultants, Geologists & Land Surveyors, D.P.C. is pleased to submit our proposal for the additional scope of the Half Moon Bay Bridge (BIN 2270050) Rehabilitation project, Village of Croton-on-Hudson, NY. These services shall be performed for the Village of Croton-on-Hudson, herein referred to as Client. 1.0 SCOPE OF SERVICES During the detailed design phase, in accordance with the coordination, directions and review comments provided by NYSDOT, additional scope s of work were performed for the project . These additional scopes of work were performed so that the project can be progressed timely to fit in the design deadline of the project per NYSDOT. Pier Column Repair Design Per directions during multiple meetings with NYSDOT, design the structural repair for the existing steel pier columns at both piers. Per the latest DOT inspection, there are section lo sses at the column bases due to corrosion. This task consists of review of inspection report and existing condition, investigations on possible repair methods, structural repair design based on restoring original capacity of the columns and drafting repair details. It requires additional efforts under section 6 detailed design stage. Load Rating of Steel Substructures – Pier Cap Beams and Pier Columns Per directions during multiple meetings with NYSDOT, prepare level 1 load rating of the existing steel substructures of the bridge – pier cap beams and pier columns. For the pier cap beams, this task consists of further load calculations for load rating pu rposes, evaluation of load rating factors, prepare load rating report and address 1 round of future review comments. For the pier columns, this task consists of detailed load calculations from the superstructure, detailed capacity calculations in axial, flexure and P&M interaction, evaluation of load rating factors, prepare load rating report and address 1 round of future review comments. It requires additional efforts under section 6 detailed design stage. 2.0 FEES AND PAYMENTS Tectonic will perform the scope and quantity of work outlined in Section 1.0 above, based on the following fees.
