25/26 Repair Reserve Croton-Harmon School Public Hearing – PVC Middle School Steam Boiler #2 The Repair Reserve Fund may be used to pay for repairs to capital improvements or equipment that are not recurring in nature and do not involve the replacement of such improvements or equipment. Voter approval is required to establish this reserve (see Opinion of the State Comptroller 81-401). Expenditures from this reserve may be made only after a public hearing has been held, except in emergency situations. If no public hearing is held, the amount expended must be repaid to the reserve fund over the next two subsequent fiscal years (General Municipal Law §6-d). Proposed Repair: ●​ Repair of PVC Middle School Steam Boiler #2. Reason for the Repair: ●​ During the last heating season, PVC Middle School Steam Boiler #2 developed a leak but remained operational with regular monitoring. At the conclusion of the heating season, the boiler was disassembled and thoroughly inspected by our HVAC contractor. The inspection revealed that the leak originated in the cast iron sections of the boiler’s core. The rear section, along with the next five intermediate sections, are either actively leaking or exhibit clear signs of deterioration and appear to be structurally compromised. Project Cost: ●​ The not to exceed cost for the repair of the compromised cast iron sections of Steam Boiler #2 is $120,000. This repair will be funded entirely from the existing Repair Reserve Fund.
