. MEMORANDUM OF AGREEMENT BETWEEN
THE CROTON-HARMON UNION FREE SCHOOL DISTRICT AND
THE CROTON-HARMON ADMINISTRATORS?’ ASSOCIATION
WHEREAS, the Croton-Harmon Administrators’ Association (“Association”) and
the Croton-Harmon Union Free School District (“District”) are parties to a Collective
Bargaining Agreement (“CBA”) between them which expires on June 30, 2026; and
WHEREAS, the parties have tentatively resolved the terms and conditions of a
successor agreement, the contents of which are contained in this Memorandum of Agreement,
which is subject to ratification by the membership of the Association as well as the Board of
Education;
NOW, THEREFORE, IT IS HEREBY AGREED by and between the parties that
the following shall constitute the terms and conditions of a successor agreement to the CBA,
subject to the ratification process referenced above.
1. Article I — Recognition Clause: Amend to reflect the effective term of the Agreement
as July 1, 2026 through June 30, 2030.
2. Article V, Section A- Sick Leave
a. Change “240” to “260”
3. Article VI, Section G- Retirement Benefits
a. Amend the fourth paragraph to read as follows:
Sick leave can be accumulated to a maximum of 260 days. The
District will pay a member of the Association $110 for each
unused accumulated sick day beyond 100 at the time of that
member’s retirement, provided that the member gives at least 6
months’ notice of his/her retirement to the District.

b. Delete the fifth paragraph and all language following it in Section G and replace
with the following new language:
Administrators who retire from the district into the New York
State Teachers Retirement System may have the opportunity to
participate in the health insurance program offered by the Board
of Education. The Board will contribute to the premium as
follows:
For Administrators hired prior to July 1, 2026:
If the retiree accepts an individual plan:
After the completion of 7 years of service in the
District, 70% of individual premium;
After the completion of 10 years of service in the
District, 80% of individual premium. ;
If at retirement the retiree chooses family or two person
coverage, the premium differential above and beyond the
individual plan will be paid as follows:
35% by the Board of Education;
65% by the retiree.
For Administrators hired on or after July 1, 2026:
After the completion of 10 years of service in the District,
if the retiree accepts an individual plan, 70% of individual
premium. If the retiree chooses family or two-person
coverage, the District shall contribute 70% of individual
premium, plus 35% of the difference between the
individual premium and the elected family or two-person
premium rate.
For all unit members regardless of hire date:
To be eligible for retiree health coverage the administrator
will give advance written notice to the Superintendent of

his or her intention to retire, by January 1 of a given year
for a June 30 retirement (6 months’ notice).
If retiree becomes eligible for comparable coverage
through another employer while retired, the retiree must
avail himself or herself of that employer's policy.
The provisions requiring a minimum of 7 years of service
in the District for Administrators hired prior to July 1,
2026 and 10 years of service in the District for
Administrators hired on or after July 1, 2026, as
applicable, and advanced written notice in order to be
eligible for health insurance coverage in retirement may
be waived upon permission of the Superintendent if an
employee has a serious illness or other unavoidable
personal circumstances.
Administrators with ten (10) or more years of continuous
service in the District who retire from the District into the
NYS Teachers Retirement System and are eligible for
health insurance in retirement from the District shall be
reimbursed for their individual (i.c., retiree only) Medicare
Part B premiums at the standard base rate (i.e. no
IRMAA) in retirement.
4. Article VII- Salary
a. Section A: Amend the first paragraph to read as follows:
All members represented by the Association will receive
the following increases:
a. 2026-2027: 2%;
b. 2027-2028: 2%;
Cc. 2028-2029: 2%;
d. 2029-2030: 2%.
5. Article XVI — Term of Contract: Amend to read as follows:
This contract will commence July 1, 2026 and remain in effect
through June 30, 2030.

6. All other terms and conditions of the 2022-2026 Collective Bargaining Agreement, except
as modified herein, shall remain unchanged in the successor Collective Bargaining
Agreement.
